Dr. Scott G. Miller has been named the new chief financial officer and director of Broward County’s Finance and Administrative Services Department. He will assume his new position on October 8, 2012, and brings more than 29 years of experience, most recently as CFO and administrative services director for the City of Beverly Hills, Calif.

In making the announcement, Broward County Administrator Bertha Henry said, “Dr. Miller brings extensive experience in both the public and private sectors in finance, accounting, budgeting, human resources, treasury, bond and debt financing and employee relations. I look forward to working with him as a member of our management team.”

As director of the Finance and Administrative Services Department, Dr. Miller will manage a budget of more than $270 million and a staff of 550. The Finance and Administrative Services Department is comprised of six divisions, including Accounting; Enterprise Technology Services; Human Resources; Purchasing; Records, Taxes and Treasury; and Risk Management.

Dr. Miller has worked for organizations both large and small, in executive management, information technology and finance. In the private sector, he was a financial and systems control manager for Turner Broadcasting Systems, Inc., and a manager for the accounting/consulting firms of Deloitte, Haskins and Sells, and Ernst and Young.

Previous accomplishments include developing a financial model used throughout the United States to reduce post-employment benefit liabilities, achieving Triple A bond ratings for the City of Beverly Hills, working with California state organizations to address capturing Internet sales tax and developing statewide standards for government information technology departments.

Dr. Miller earned his bachelor’s degree in psychology from San Diego State University, a master’s degree in higher education administration from the University of Georgia and a doctorate in public administration from Arizona State University. He also holds a CFE (Certified Fraud Examiner) license and is a Certified Data Processing Professional (CDPP) with Deloitte, Haskins and Sells.
